چکیده

A problem exists in that the classifications used by the Federal Emergency Management Agency ~FEMA! for weather-related disasters do not always allow analysts to clearly link declared disasters to their ultimate meteorological cause. This research focuses on those disasters related to flooding resulting from tropical cyclones. Neither FEMA nor the states that request federal disaster aid distinguish flood disasters by their meteorological origin, making it difficult to assess the contributions of various meteorological phenomena to the incidence and severity of Presidential Disaster Declarations ~PDD!. The data presented in this initial analysis indicate that the flood-related impacts of tropical systems are considerably broader and undoubtedly larger in economic magnitude than documented in the official records kept by FEMA. Determining tropical cyclone inland flooding loss on a large scale through a new flood peak ratio-based methodology

In recent years, the United States has been severely affected by numerous tropical cyclones (TCs) which have caused massive damages. While media attention mainly focuses on coastal losses from storm surge, these TCs have inflicted significant devastation inland as well. Yet, little is known about the relationship between TC-related inland flooding and economic losses. Here we introduce a novel ...

Presidential Particularism in Disaster Declarations and Military Base Closures

In The Particularistic President we challenge the dominant paradigm asserting presidential universalism. Instead, we argue that presidents possess strong electoral and partisan incentives to pursue policies that prioritize the needs of some Americans over those of others. In this article, we review our larger argument and expand upon our analyses of two policy areas where presidents have unilat...

Changes in the US hurricane disaster landscape: the relationship between risk and exposure

This research appraises how residential built environment growth influences coastal exposure and how this component of societal vulnerability contributes to tropical cyclone impact and disaster potential. Historical housing unit data and future demographic projections from a high-resolution, spatial allocation model illustrate that the area within 50 km of the US Atlantic and Gulf Coastlines ha...

Emergence timescales for detection of anthropogenic climate change in US tropical cyclone loss data

Recent reviews have concluded that efforts to date have yet to detect or attribute an anthropogenic climate change influence on Atlantic tropical cyclone (of at least tropical storm strength) behaviour and concomitant damage. However, the possibility of identifying such influence in the future cannot be ruled out. Using projections of future tropical cyclone activity from a recent prominent stu...
